Why Service AI keeps failing - and how to fix it

Enterprise service AI is stuck in a rough cycle.

Most leaders I speak to are asking how they can deploy AI faster across their organizations. This is the wrong starting point. Instead, they should be looking under the hood, assessing whether their foundation actually provides the context AI needs to be trusted.

For the majority, the current answer is 'no'. Service environments are fragmented by design. Tickets live in one system, assets in another, and critical knowledge is trapped in one-off threads.

When AI is dropped onto this mess as a thin layer, it produces answers based on partial data, which is less a model problem than a systems problem.

To move from AI as a generic chatbot to AI as a transformative coordination layer, enterprises must stop treating it as an add-on, and start treating it as a structural redesign.

Based on Atlassian’s extensive work with global enterprise customers, we’ve learned that the path from 'fragmented' to 'AI-native' tends to follow a specific blueprint.

1. Building the 'Service Graph'

A common mistake is looking for an LLM to implement before fine-tuning what an org already has. AI is useless if it can’t aggregate from a deep, connected network of information — a 'Service Graph'.

Take the case of a large European energy company that recently cut L1-to-L2 escalations by 35%. Its path to resolution speed didn't magically spring from a just-right prompt — it was a culmination of the exhaustive, practical work of mapping the relationships between its people, teams, and assets.

To get all of this 'context' into the model, the company had to move beyond the ticket. It integrated its physical asset registry and operational history into one environment. This allowed the AI to see not just a 'problem report', but the specific service maps and past deployment data associated with it.

When the AI has a view of who works on what and what is happening live across the environment, it moves from 'guessing' to 'knowing'. In other words, an LLM without a Service Graph is like a genius with short-term memory — it has the processing power, but none of the institutional context.

2. Consolidating on one System of Work

Orgs struggling with AI adoption likely suffer from 'knowledge debt' — a problem that no individual model can solve.

At Domino’s Pizza Enterprises, an Atlassian customer managing 3,500 stores and 130,000 team members, the challenge was tool sprawl. Knowledge sat in one system, assets in another, and ownership was often opaque.

Its transformation involved a 12-month migration to a unified system of work. This went far beyond a technical shift for the IT team. Domino’s brought all its non-technical teams — including Marketing, Legal, and Construction — onto Confluence, and adopted Jira Service Management for internal and franchisee support.

When construction staffers and IT pros collaborate in the same data environment, AI can surface insights that prevent risks and misunderstandings before they escalate. Domino’s result? A 75% reduction in risk and hundreds of thousands in annual savings.

3. Moving from reactive --> proactive context

Once the data is unified, the next practical step is to shift the AI from a 'reactive' state (answering tickets) to a 'proactive' state (preventing them from bubbling up at all).

At social media management service Sprout Social, the goal was to create an autonomous Level 1 service desk. The company achieved this by embedding Rovo, Atlassian’s AI platform, to connect knowledge, people, and action where employees already work.

By analyzing patterns in real-time — such as new hires often struggling with their VPN login — the AI can trigger a fix or surface a pre-emptive guide before a ticket is filed.

How does it work? Because Rovo has the requisite 'employee lifecycle' context. It knows the user is a new hire, knows the common failure points for their specific hardware, and draws data from across third-party apps and platforms. It is therefore given the authority to intervene where it’s confident in its solution.

Today, Rovo answers 80% of Sprout Social’s new-hire tickets, not because the chat window is 'shinier', but because the backend integration is deeper. It knows the business.

4. Closing the loop — the end of 'case closed'

Finally, enterprises must move past the 'case closed' mentality. A billing complaint or a service outage is rarely an isolated event, and often signals larger structural issues.

A truly context-aware model sees the broader relationship by drilling down on a list of key questions — did this customer move to a new pricing plan? Did they suffer repeated outages this month? Have they consulted the same outdated help article twice this week? These inform the smoothest — and quickest — path forward.

When orgs redesign service as an intelligent operating system, they stop treating these interactions as isolated transactions and start treating them as a continuous, self-evolving ecosystem.

Here’s your guide to making the shift at your own firm:

  • Audit your trigger points — identify three common 'Level 1' issues that can be solved with proactive documentation before a ticket is ever opened.

  • Eliminate silos — with a shared context graph across the org, information won’t get trapped in the 'Support' or 'Sales' bucket. Having this knowledge layer enables every department to work off of the same foundation — no more treating customer data like a game of telephone.

  • Stay dynamic — instead of adhering to strict protocols, implement a service layer that leverages machine learning to adjust its tone, pacing, and recommended solutions according to the particular context of each user and situation.

When we treat service as an operating system, orgs can move from putting out fires to using every customer interaction to make the business smarter — in much less time.
